		<description>Bloc Quebecois has no profile outside Quebec, but important to include BQ
in climate policy file, since BQ held 49 seats in the last Parliament
(versus 37 for NDP, none for Greens). If Harper gets majority and Liberal
loss shifts widely, the distribution of seats might mean that BQ could be
official opposition (as they have been in several past sessions), with
significance for federal climate policy.
